Water Infrastructure for Australia’s First New City in 100 Years
Bradfield City, a 114-hectare new city on the doorstep of Western Sydney International Airport (WSI), is designed to support innovation, advanced industry and long-term sustainability. WEM Water was engaged to deliver the essential water and sewerage infrastructure for Bradfield City’s first stage of enabling works, creating the underground systems that will power this new city for generations.

About the Project
Working to the Bradfield Development Authority's (BDA) and Sydney Water's specific requirements, WEM Water delivered the dual water mains and sewer systems critical to the precinct’s operation. This included both potable (drinking) and recycled water networks, strategically engineered to support Bradfield City’s sustainability objectives. Constructing a seamless, interlaced network of underground pipes, WEM Water met detailed program requirements on parallel work streams to complete the city’s core services, ensuring efficiency and reliability while delivering to all future requirements.
Once planning was complete, WEM Water began delivery at scale integrating all services and installation, coordinating spoil and materials, delivery management and traffic in and out including
alternate service routes. Key components included 2km of PVC wastewater mains, 2km of recycled water mains, 3km of potable water mains, all associated fittings and SCL under culvert / service crossings - establishing a resilient system built for durability, maintenance access and long-term performance.
Engineering Through Rock, Led by Safety
A defining challenge of this project was the extensive deep rock excavation required to establish the sewer and dual water mains. This work demanded specialist methodologies, advanced trenching techniques and rigorous safety systems to protect workers and surrounding structures.
WEM Water deployed secure trench boxes, multiple layers of structural support and continuous monitoring to stabilise excavations. Heavy machinery was managed within confined working zones, with safety treated as the priority at every stage. Weekly production and safety reviews ensured alignment between all stakeholders, balancing technical progress with uncompromising safety integrity.
Meeting the Milestones for a City in the Making
Another critical factor in this project was the delivery timeline for Bradfield City. As the first stage of enabling works, this underground infrastructure needed to be completed on schedule to enable development-ready lots for Bradfield City’s delivery partners.
WEM Water adapted workflows, accelerated sequencing where required and coordinated closely with stakeholders to maintain program momentum. Through disciplined planning, an experienced team and proactive communication, WEM Water met all key milestones while maintaining quality, safety and operational control.
Ensuring Technical Excellence Across Every Asset
With a network of this scale, quality control was essential. WEM Water implemented rigorous testing, inspection and verification processes across every stage of construction including pressure and CCTV testing, service verification, concrete strength testing and detailed compliance reviews.
These measures ensured every metre of pipeline and every structural component met BDA and Sydney Water’s requirements for a future-ready city. This technical discipline provided certainty that Bradfield City’s underground systems would perform reliably from day one and long into the future.
The result is a resilient water and sewerage network that positions Bradfield City to grow, scale and operate sustainably for decades to come.
