Earthworks & Rock Management

WEM Civil’s detailed site modelling supported an efficient cut-to-fill earthworks approach, using stockpiled material from adjoining stages to optimise resources. Given the anticipated presence of rippable sandstone rock, WEM chose to deploy a chain cutter – a method that enables faster, more controlled rock excavation compared to traditional hammering. Which also provides the additional benefit of significantly reducing noise to help to minimise disruption to the surrounding environment, particularly near sensitive fauna habitats.

The team explored cost-saving reuse of site-won rock within the pavement structure, showcasing value engineering without compromising on compliance or quality.

Sewer & Water Complexity in Halcyon

Unlike typical subdivision projects, Halcyon presented non-standard utility requirements. WEM undertook extensive coordination with licensed sewer and water contractors to deliver a tailored solution, incorporating:

• DOFT oversight (not Sydney Water)
• Commissioning of tanks and systems
• Dual trench coordination for sewer and stormwater

This customised approach ensured confidence in delivery despite regulatory and structural challenges.

Environmental Stewardship

Bird-Sensitive Construction

Proximity to a White-Bellied Sea Eagle nesting site demanded bespoke mitigation measures. WEM implemented:

• 50m exclusion zones
• Sound monitoring to stay under 90 decibels
• Chain cutting (preferred for its quieter output)
• Construction of earth bunds to further deflect noise

This sensitivity to native fauna sets a benchmark for responsible delivery in active ecological zones.

Dust & Noise Control

From M3 polymer additives in water carts to strategically timed breaks and drum rolling to seal exposed ground, WEM’s dust suppression was proactive and layered. Noise was mitigated through:

• Maintenance and scheduling of equipment
• Minimising vibration impacts
• Community notification of out-of-hours work
• Traffic & Safety First
• Janpieter Road Access Strategy

With Janpieter Road being a key residential thoroughfare, WEM proposed a full road closure during construction with residents-only access maintained safely throughout. Temporary ramps, daily debriefs and hazard mitigation (including overhead power proximity) were all part of a clear plan to maintain community access and trust.

Safety Leadership

Safety is at the heart of everything that WEM Civil does and our safety management system is triple-certified (AS4801, AS14001, ISO 9001) with the team actively transitioning to Federal Safety Scheme (FSC) standards.

To further bolster the safety of our team and all involved, WEM introduced new layers of controls, including:

• Permits-to-dig and pre-task safety checks
• Worker empowerment training
• Site-specific safety auditing by a qualified HSEQ team

WEM has built a multi-disciplinary, on-the-ground team with clear ownership, safety-first thinking and a commitment to stakeholder communication. This approach fosters open dialogue with the client, subcontractors and the local community ensuring safety is at forefront with delivery timelines embraced.

Innovation in Action: Power Asset Relocation

Facing a high-voltage overhead power risk, WEM presented two risk-reduction alternatives to Stockland. Their preferred recommendation was to relocate powerlines away from the road corridor and during this relocation WEM demonstrated a best-practice hierarchy of control approach, prioritising elimination of hazards before mitigation.
